Why are my hands lighter than my skin?????

Ok.. so, I have extremely pale skin, I never get tans and I do not sun burn because i live in northern norway, sadly, its always cold and clody .. but anyways, i just noticed this today, i put my hands on my face and my hands were very pale, and my face was like more reddish.. my face is also pale but if compare it to my hands, my face is darker, more red than pale, is it because theres more bloog pressure on my face than in my hands? i also get RED when somebody touches me roughly (slaps on the face etc) lol, when i get drunk (lol) etc.. so i think it may be due to blood pressure? my hands are always pale -
